Used this trick to get the voice out of it with audacity: https://manual.audacityteam.org/man/invert.html

Then used Effect/Graphic EQ in Audacity to set everything to a minimum except 500hz and 630hz which were set to the max. Exported the creation to a mp3 file and then used this tool to auto translate the flag:
